Professional Public Artists are invited by the City of Boerne to submit an application to participate in the 2020-2021 Boerne Art al Fresco Public Art Competition. This is a National Call for Entry. Art al Fresco is an outdoor or "fresh air" temporary exhibit of public art. Art al Fresco is an "art on loan" program and incorporates a variety of styles and materials. The City will have the option to purchase one or more sculptures at the end of the exhibition. There is a budget of $15,000 to $30,000 allocated for the purchase of sculpture from the exhibit..



The City of Boerne, Texas seeks ten (10) monumental/life-size outdoor sculptures for its 2020-2021 Art al Fresco Public Art Competition. The sculptures will be exhibited outdoors for 12 months throughout the city's historic downtown (The Hill Country Mile), at the Boerne City Campus, and throughout Boerne's Trail & Parks system.



To be eligible to jury, applications will be submitted via publicartist.org (www.publicartist.org) and will not be accepted by postal mail, email or other means of delivery.

Budget Description
STIPEND FOR PIECES CHOSEN FOR TEMPORARY EXHIBIT

The Artist stipend is $1,500 per piece exhibited and is intended to help cover the cost of transportation, installation and removal of the piece. Half of the stipend will be paid within 15 days of successful installation of the artwork and acceptance by the City; the remaining half will be paid within 15 days of successful removal at the end of the exhibit. The Artist must provide a W-9 for payment.



BUDGET FOR PURCHASE OF PIECE(S) FROM TEMPORARY EXHIBIT

The City will have the option to purchase one or more sculptures at the end of the exhibition. There is a budget of $15,000 to $30,000 allocated for the purchase of sculpture from the exhibit.
 
Project Description
WHAT IS ART AL FRESCO?

Boerne's first Art al Fresco program launched in 2015 and is an outdoor, or "fresh air" temporary exhibit of public art. Art al Fresco is an "art on loan" program and incorporates a variety of styles and materials. Created by the City of Boerne and juried by the Public Art Competition Committee, Art al Fresco is a walkable adventure for visitors and residents and is located throughout the city's historic downtown (The Hill Country Mile), at the Boerne City Campus and throughout Boerne's Trail & Parks system.
 
Artwork Goals
ABOUT THE COMPETITION

In 2014 the Boerne City Council approved a 5-year plan to bring an annual juried public sculpture competition to the City; 2015-2016 was the inaugural year for this competition. The purpose of the Competition is to build the City’s public art collection, to encourage cultural tourism, to engage visitors and local citizens in public art and to build a unique sense of place in Boerne. The City will promote Artists and their selected artwork throughout the exhibit via our website, in social media and other media outlets.

SCULPTURE LOCATIONS

Location of selected sculptures will be determined by the City; all sculptures will be installed on city-owned property. Current locations may be viewed at the Art al Fresco website . Note: Concrete pad sizes are 5’ x 5’.

ABOUT BOERNE

Boerne is a vibrant and growing arts community located approximately 20 miles northwest of San Antonio, Texas in the beautiful Texas Hill Country. With a rich heritage and culture, many artists reside here and various Arts organizations represent the diversity of the arts here including Hill Country Council for the Arts, Boerne Performing Arts, Boerne Professional Artists, Boerne Community Theater, and the new AgriCULTURAL art and heritage center.

ARTIST ELIGIBILITY

This is a national call open to experienced professional public artists in the continental U.S. over the age of 18. Sculpture submitted must be objective art.

APPLICATION/SELECTION PROCESS


To be eligible to jury, applications will be submitted via publicartist.org (www.publicartist.org ) and will not be accepted by postal mail, email or other means of delivery.



Applications must be received online no later than 5:00 PM on Thursday, 01/09/2020 Central Time. Artists will be selected and notified no later than 01/30/2020.



Up to five (5) pieces may be submitted; each must be submitted in a separate application to be eligible for the jury process. Each submission will require Title, Media, Size (Height, Width, Depth), Year completed, Purchase Price (base value of sculpture on recently sold, comparable items), information on how the piece will be installed and any special considerations (need for concrete pad, special installation equipment, etc.); information for maintenance of the piece during the temporary installation Note: Existing concrete pad sizes are 5’ x 5’.



The selection process will be juried by the Boerne Public Art Competition Committee (PACC). The committee of 6 is comprised of a juror (professional sculptor), three citizens and two city staff. Selected Artists will be offered a Loan Agreement to provide the approved artwork for the exhibit.
 
Selection Criteria
SELECTION CRITERIA & OTHER IMPORTANT INFO

Selected Artwork must be

• monumental or life-size (the scale of the work should be of appropriate size for an outdoor sculpture);

• made of durable materials and be constructed to withstand the rigors of Texas weather for a minimum of 10 years;

• the sculpture imagery should be of suitable content for family-friendly public viewing;

• in its complete form and appear exactly as photographed;

• durable and safe for interaction with the public, especially children; and

• available to be installed Wednesday, 03/18/2020 to Friday, 03/20/2020. Artist Reception will be Friday, 03/20/2020. Exhibit opens Saturday, 03/21/2020. Works will be exhibited March 2020 – March 2021 (12 months)



INSTALLATION / REMOVAL

The Artist will be responsible for transportation as well as oversight of the installation and removal of the artwork. The site installation will be handled by a professional sculptor and the exhibiting sculptor must be present during installation. The City will provide a concrete pad (5’ x 5’). All sculptures must have tabs or other method to attach to a concrete pad or be suitable for placement on the grass. If special installation equipment is required please note specifics in the application.


The artwork will be installed between Wednesday, 03/18/2020 and Friday, 03/20/2020 at a date and time agreed on by the Artist and the Installer. The Artist is responsible for working with the City of Boerne representatives or their designee during all aspects of artwork installation and removal.


INSURANCE AND LIABILITY

Once the piece is successfully installed and accepted by the City of Boerne, the piece will be included in the City’s real property insurance coverage until it is removed. The amount of the real property coverage will be based on the value of the sculpture in an amount agreed to by the Artist and the City, but will not exceed $50,000 per piece. The Artist will be responsible to insure any value in excess of $50,000.


SALES AT CONCLUSION OF COMPETITION

Artists are welcome to offer their exhibited piece for sale at the end of the competition. The City will have right of first refusal on any artwork offered for sale. For any artwork sold, the City will be paid a commission of 20%; these monies will be reinvested into the public art program. For purchases made by the City, the final purchase price will be negotiated with the Special Project Director or his designee.


ADDITIONAL INFORMATION

The Boerne Art al Fresco Public Art Competition has the discretion to disqualify Artists whose applications are late or incomplete, and whose applications do not comply with all stated requirements. The Boerne Art al Fresco Public Art Competition reserves the right to decline all submissions.
